Abstract
This study aims to establish a theoretical framework and verify the appropriate indicators from a future-oriented perspective what the talented leaders of our Army look like in the future. We incorporate Rothwell (2011)'s Technical Talent Management(TTM) approach and Yukl(2012)'s leadership model to establish 3*4 Matrix for talent development. 3*4 Matrix combines four characteristics: knowledge, skill, attitude, and experience, as well as three areas including task orientation, relationship orientation, and change orientation, which leadership core behaviors are exercised as Army officers. Using these 3*4 Matrix, we propose 4*5 Matrix including other, a final talent indicator analysis framework, by conducting two FGIs for Army content experts (SMEs) and adding other items from US Army to evaluate their talents. In addition, a total of 42 talent indicators were finally derived to integrate FGI data and identify the talent of Army personnel through field tests.
