한국 장애인체육 ODA 정책의 협력 및 집행 구조 분석 - 정부 및 공공기관 간 구조적 제약을 중심으로 -

본 연구는 한국의 장애인체육 ODA 정책에서 정부 및 공공기관 간 협력 및 집행 과정에서 발생하는 주요 어려움을 분석하고, 이를 해소하기 위한 정책적 개선 과제를 도출하는 것을 목적으로 한다. 질적 연구 방법 중 사례연구(case study) 접근을 적용하였으며, 문화체육관광부, 외교부, 한국국제협력단(KOICA), 대한장애인체육회 등 4개 기관 소속의 전문가 5인을 대상으로 반구조화된 1:1 심층면담을 수행하였다. 분석 결과, 장애인체육 ODA정책의 필요성에 대한 낮은 인식, 전략적 자원 운영 부재, 기관 간 협력 기반의 외교협력 추진 한계, 전문가 네트워크의 부족 등이 실행 과정의 주요 제약 요인으로 나타났다. 이에 따라, 장애인체육 ODA 사업의 확대 추진과 더불어, 해당 사업이 국무총리실 산하 국제개발협력위원회에서 의결된 ‘공식 ODA 사업’ 으로 포함되어야 할 필요성이 제기되었다. 또한, 정책의 지속가능성과 제도화를 위해 장애인체육 관련 법적 기반을 마련하고, 정부 및 실행기관 간 실무협의체 구성을 통한 협력 체계 정비가 요구된다. 본 연구는 장애인체육 ODA의 구조적 한계를 실증적으로 조명하고, 실행력과 지속가능성 강화를 위한 정책 전략을 제시하였다는 점에서 의의를 갖는다
Abstract
This study explores the structural challenges in Korea’s Official Development Assistance (ODA) policy on sports for people with disabilities, focusing on interagency cooperation and implementation. Using a qualitative case study approach, one-on-one semi-structured interviews were conducted with five experts from four major institutions: the Ministry of Culture, Sports, and Tourism, the Ministry of Foreign Affairs, the Korea International Cooperation Agency, and the Korean Paralympic Committee. Key barriers include limited policy awareness, lack of strategic coordination, weak agency collaboration, and insufficient expert networks. To address these issues, this study suggests expanding ODA programs, securing official recognition through the Prime Minister’s Committee for International Development Cooperation, and establishing a legal foundation for sports for people with disabilities. This study offers practical insights for enhancing the effectiveness and sustainability of Korea’s ODA in sports for people with disabilities.
