Abstract

This study first improves understanding on how the reality of sport for all has changed since main responsibilities related to adapted physical activity were transferred to a new competent ministry, Ministry of Culture, Sports and Tourism, and then looks into political priorities of sport for all targeting challenged people. After all, the study aims to offer basic references that would help building sport for all-related policies targeting people with challenges in the future. In order to achieve the research goal, the study conducted literature research on research reports presented by public organizations, surveys on current conditions, seminar materials, previous researches and others as well and, that contributed to how the study would know the reality of sport for all. The study also carried out Analytic Hierarchy Process (AHP) targeting a total of twenty-nine experts to understand political priorities and came up with political priorities of sport for all targeting the challenged people. Results are summarized as follows. First, the study introduced strengths and weaknesses of this new system of sport for all targeting the people with challenges, which has been dealt with by Ministry of Culture, Sports and Tourism. Second, in regard to the most significant factors to proceed with sport for all targeting the challenged people in the future, the study suggested facilities, instructors, budgets, programs, organizations and promotional activities. Third, findings of the research on the political priorities of sport for all targeting the challenged people revealed that the top priority should be put on facilities followed by instructors, facilities, budgets, programs, organizations and promotion.
