초록
The ‘Vel d'Hiv debate’(1992-95) was not on the nature of mass roundup in the Vel d'Hiv on 16-17 July 1942, but about the issue of the official recognition of the responsibility for the anti-Semitic persecutions by the Vichy regime. While a group in the debate insisted that the existing state authority recognized its responsibility for the crime committed half a century ago, the others opposed the insistence. The former insisted the historical continuity between the Vichy regime and the republic, but the others who denied the idea claimed that accepting this continuity was, as it were, a great insult to de Gaulle and the French resistance. While the first group resented President Mitterrand's silence in 1992 and welcomed President Chirac's apology for the French past in 1995, the others insisted that neither France nor the republic was guilty. This debate resulted in a national commemoration day with a longer lasting legacy. In spite of the shortcomings related to its name that obscured who committed the anti-Semitic crime, the establishment of the commemoration day should be appreciated, because the day reminded the French of their national shame while breaking the tradition of commemorating their past glory.
