NGO 활동가의 대북 인도적 지원 경험의 본질과 의미 : 눈 감을 줄 모르는 마음으로 ‘경계, 그 너머를 향해’

본 연구는 적대적인 남북관계 속에서 극심한 경제난으로 북한 주민들이 인간으로서 최소한의 삶이 위협받고 있는 것에 대한 문제인식에서 출발하였다. 북한 주민을 돕기위한 한국 개발 NGO의 대북 인도적 지원에 주목하고, 향후 대북 사회복지실천에 필요한 자료를 얻고자 방북 횟수 평균 60회 이상, 사업경력 4년 이상의 한국 개발NGO 활동가 5명을 대상으로 심층 인터뷰를 실시하였다. 연구결과, 활동가 경험의 본질은《눈 감을 줄 모르는 마음으로 ‘경계, 그 너머(Between & Beyond)를 향해’》이며, 중심의미는 ‘경계적 위치에서의 소통’, ‘대북 인도적 지원의 장애물 넘기’, ‘경계, 그 너머를 향해’로 도출되었다. 대북 인도적 지원 현장 활동가가 표방하는 가치, 문제와 장애물, 한국과 북한의 다양한 이해관계자들과의 관계, 활동가의 대응을 바탕으로 전문적인 대북지원 사업을 위해 정부 정책적 차원, 조직적 차원, 활동가 교육훈련 차원의 개입과 연구를 제안하였다.
Abstract
The objective of this study was to explore the values of NGO activists who gave humanitarian assistance to North Korea, the problems and obstacles NGO activist face, relationships among the stakeholders in both Koreas, and NGO activists’ response to North Korea(N.K.), focusing on the humanitarian assistance to N.K. of NGO in South Korea(S.K.). The participants of this study were five NGO activists providing humanitarian assistance to N.K.. This study applied a phenomenological method of analysis derived from Giorgi(1997). NGO activists of humanitarian assistance to N.K. had essence of practical experience, for instance, common structure of《a boarder, between and beyond with unstoppable mind》. The first subject of [communication at boundary place] described experiences NGO activists met North Korean officials. The second subject of [overcoming obstacles of humanitarian assistance to N.K.] described obstacles of assistance to N.K.. The third subject of [a border, between & beyond] described NGO activists' challenges not only in N.K. but also in the society in S.K. and attitudes, strategies and roles of counteractions. Based on the results from the research, several points that require in-depth understating in actual field have been stressed in the conclusion, considering relevant social issues and theories.
