1960년대 후반 서구의 사회변혁 운동이자 문화예술운동의 일환이었던 커뮤니티 아트는 예술의 엘리트주의적 인식에 대항하면서 예술의 대중적 참여를 모색하는 운동으로 펼쳐져 왔다. 이후 한국에서도 다양한 예술분야-미술, 무용, 연극, 음악-에서 공공문화운동을 표방하는 단체와 예술가들이 활동과 중앙정부와 지역자치 공공재단 등을 중심으로 공공미술, 시민연극, 커뮤니티 댄스, 공동체 예술 등 커뮤니티 아트를 표방하는 다양한 활동들이 전개되고 있다. 그러나 유독 음악분야에서는 이러한 활동들을 포괄할 용어와 개념이 정리되지 않았고 현재 진행 중인 커뮤니티 음악활동을 포착할 연구가 전무하다. 이에 이 논문은 커뮤니티 아트의 다양한 이론들을 검토하고 현재 진행 중인 커뮤니티 음악의 전개를 중심으로 커뮤니티 음악의 한국적 전개와 성격, 그리고 과정에서 구성되고 있는 다양한 사회적 정체성의 층위들을 살펴보았다. 한국에서는 공동체적 성격을 지녔던 풍물과 같은 전통적 음악연행은 근대화를 거치면서 공동체적 맥락을 잃고 공연예술화 되었으며 오히려 마당극과 같은 형식의 새로운 방식의 대중 지향적 공연형태가 20세기 중반에 등장하기도 하였다. 그러나 현재의 커뮤니티 음악은 전통적인 공동체 음악을 계승하기보다 2000년대 이후 탑-다운식 거버넌스로서 지원되어 구성되거나 미약하나마 사회문화예술운동의 실천으로 등장하였다고 할 수 있다. 이러한 커뮤니티 음악으로 표방되는 활동들의 주체는 지역공동체, 감성 공동체, 실행 공동체를 포괄하고 있다. 기존 유미주의적 엘리트 음악의 대안으로 제시되고 있는 대중/시민이 주체가 되는 커뮤니티 음악활동은 특히 한국에서 지역재생, 치유, 통합, 갈등해결, 문화증진, 사회교정, 예술 향유권 등 예술의 사회적 역할이 강조되면서 구성되고 있는데 이는 현재의 커뮤니티 음악이 자발적 음악행위자 중심의 운동보다 거버넌스로서 구성되고 있기 때문이라 보여진다. 그러나 한편 예술가와 감상자가 분리되어 음악의 예술성만을 유독 강조해 온 한국의 음악연행의 측면에서 바라본다면 현재의 커뮤니티 음악활동들의 가시적 전개는 분명 엘리트적 음악으로 성취되지 못했던 예술의 사회적 기여와 공적존재로서의 시민 혹은 공동체의 시민성, 예술의 소통, 공공성, 향유의 문제에 대해 진지한 질문을 던지는 계기는 된다고 보여진다. 한국의 사회문화적, 정치적, 통시적, 공시적 맥락 속에서 커뮤니티 음악의 심층적 논의와 개별적 사례연구와 평가가 향후 연구의 과제로 남는다고 하겠다.
Abstract
Community arts, as a branch of the cultural arts movement motivated by social reformation in the West in the late 1960s, has evolved toward seeking mass participation in the arts as a reaction to pre-existing cultural arts elitism. Such community arts activities are found in various fields of art in Korea: fine arts, dance, theatre, and music. The emergence of many new communities and individual artists who promote a public cultural agenda has led to the introduction of new terminology, such as public art, applied theatre, and community dance. Recently, local independent organizations and foundations have also begun to participate in government-promoted community arts activities. In the field of music, however, terminology that incorporates the significance of these developments has not yet been clearly established, not to mention the lack of any scholarly research on these community music activities. Therefore, this paper shall examine various theories of community arts, and, focusing on contemporary community music activities in Korea, examine how community music has developed, studying the types of social identity constructed through its processes. In Korea, traditional musical performances of a communal nature, such as pungmul, having undergone the process of modernization, have lost their original context and become staged art. On the other hand, a new type of public-targeted performance, for example, madanggeuk, has emerged since the mid-20th century. Korean community music activity after the year 2000, however, is not succession of traditional forms. Rather, it was constructed top-down by the government, and rarely as a practice of socio-cultural art movements. Its subjectivities include local, emotional, and practical communities. As an alternative solution to the preceding art-for-art’s-sake elitism in music, community music, as a type of musical activity for the people, also serves the various social functions of art, such as local rehabilitation, healing, harmonization, unification, recognition of cultural rights, promotion of culture, and social reform. One of the reasons for stressing the social functions of community music is that community music is constructed as a mandate of governance instead of through the voluntary activity of citizens. At the same time, however, even this government-led community music becomes a chance to question the relationships among citizenship, community, communication, and music. Thus, individual case studies and further discussions on community music, in terms of the socio-cultural, political, and historical contexts of contemporary Korea, are thereby called for.
