커뮤니티 아트(community arts)는 공동의 관심사에 기반을 둔 예술 활동으로 이해할 수 있는데, 우리나라에서는 예술정책 및 경영, 교육관련 기관을 중심으로 이 용어를 순화하여 사용하고 있다. 1990년대에는 ‘지역-사회예술’ 2000년에 들어서는 ‘공공예술’이라는 용어가 보편적이었으나, 커뮤니티(community)의 해석상 범주문제가 자주 언급되어 원어를 그대로 사용하기도 한다. 커뮤니티 아트는 1960년대 후반 영국의 대규모 문화운동에서 확산된 것으로 보인다. 초기에는 공동의 문제 해결을 위한 수단, 다시 말해 집단의 민주의식을 내포하는 저항적 성격을 지니고 있었다(전병태, 2007, p. 16). 성소수자, 여성, 장애인의 인권보호, 전쟁반대, 지역사회의 무분별한 개발저지 등을 목적으로 일어난 집단행동의 예술적 승화였다. 이후 경제성장과 함께 사회양상이 급변하면서 문화민주주의에 바탕을 둔 대중의 예술참여, 여가활용의 개념으로 자리 잡았다. 본 연구는 커뮤니티 댄스의 정체성에 관련하여 개별지역 및 기관의 이해 차이로 인해, 효율적인 지원과 실천이 이루어지지 않는 문제를 확인하고, 커뮤니티 아트의 전반적인 연구결과를 수용ㆍ보완하여 커뮤니티 댄스의 개념상 정립을 시도하고자 한다. 또한 우리나라의 실행공동체를 대상으로 지역적, 사회적 특성에 맞는 발전방안을 모색하는데 응용적인 목적을 둔다.
Abstract
This study is aimed to consider identity of ‘community dance’ academically, which is used ambiguously as the meanings of voluntary arts, amateur arts, informal arts,participatory arts, community arts or public arts, and to present vision applicable to Korea through the analysis of the advanced cases at domestic and abroad. This study confirms that community dance is characterized by purposiveness,professionalism, openness, diversity, spontaneity and autogenesis through the cases of Britain, Bulgaria, Germany, and the United States where the welfare and civic NGO activities practice actively. Furthermore, regular professional meetings were held on the subjects of primary (financial) support, results-based evaluation system, lack of professional human resources, absence of regional survey and quantitative expansion,mentioned in the previous study. As a result, even though community dance is aiming at dance creation without distinction between experts and non experts, it seems to be necessary to expand this concept due to the real difficulties with definition of general terms, because we are in a transitional stage of participatory education by public cultural level. In addition, as the improvement plan, it requires participants-oriented support system rather than large-scaled; overall support considering funds, human resources, facilities and networks; virtuous cycle improving spontaneity and autogenesis of community;educational basis for democratic communication and understanding about art; and consulting considering the characteristics of environment, economy, society and culture of local area.
