본 논문은 한국 언론과 언론 제도에 내재된 자유주의적 이념과 신념에 대 한 비판적 성찰을 통해, 기존의 언론 자유 개념을 재검토하고 이를 재구성 하려는 시도이다. 특히, 최근 미디어 정치에서 논의되고 있는 파퓰리즘 담 론을 중심으로, 현대 언론의 역할과 언론 자유 개념의 한계를 분석한다. 본 연구는 특정 정치 집단에 대한 맹목적 비판이 엘리트에 의해 작동되는 파 퓰리즘적 담론으로 활용되고 있음을 비판적으로 고찰하며, 이를 “빠퓰리즘 (PPopulism)”이라는 개념으로 정의한다. 빠퓰리즘은 극우 보수 담론 연합 체와 언론의 우상화 과정을 통해 자유주의적 언론 자유를 배타적으로 독 점하고, 비판적 담론을 적대시하는 낙인 정치의 최근 사례로 규정된다. 이 러한 과정을 통해 권력의 독점과 배제의 메커니즘이 강화되며, 이는 민주주 의의 쇠퇴를 가속화시킨다. 본 논문은 이러한 분석을 바탕으로 한국 사회 에서 평등과 정의를 기반으로 한 민주주의적 언론의 필요성을 논의하고, 새 로운 형태의 언론과 민주주의 모델을 제안한다.
Abstract
This paper aims to reexamine the dominant notion of press freedom through critical reflection on the existing liberal ideology and beliefs of the Korean press and press system. In particular, the paper analyzes the role of the modern media and the limitations of the concept of freedom of the press, focusing on the populist politics that has been discussed in recent media politics. The paper points out that blind criticisms of the media are operating as political discourse led by the elite, and redefines it as “populism.” PPopulism is defined as a recent type of discourse politics that exclusively monopolizes liberal freedom of the press through the process of idolizing the media and the extreme right-wing conservative discourse coalition, and reinforces the politics of stigmatization that is hostile to critical dis- course. This process reveals the mechanism of the decline of democracy through the monopoly of power and stigmatization. Based on this analysis, this paper em- phasizes the need for a democratic press based on equality and justice in Korean society and proposes a new form of press and a model of democracy.
