Island Constraints are formulated in such a way as to restict the overgeneration of transformational rules. Ross (167) proposed Island Constraints on movement: No elements can be extracted out of domains called "islands". However, the are construction-specific and thus just ovservational generalizations rather than explanatory principles. In this paper, I analyze the data which are related to Island Constraints on movement under the framework of the Minimalist Program. Chomsky (2000) proposes the theory of Agree, wh-movement is motivated by Agree of Q-feature. And he suggests also the notion of phase and the Phase Impenetrability Condition. That is, successive cyclic movement occurs at each step. Chomsky suggests that a phase is CP or vP. Therefore, it requires that A'-movement target the edge of every phase, CP or vP. However, in this work, I propose that Spec DP is an A'-position, and that Spec DP is the landing site for DP-internal wh-movement, as shown by Szabolcsi (1987) and I adopt Chomsky's Phase Impenetrability Condition in order to account for the Island Constraints. And I assume that DP is also a phase, as well as CP and vP.
