중고기 신라의 중앙정치체제와 권력구조 ―통일 후 신라 中代로의 재편성 과정을 이해하기 위한 일고찰―

이 글은 법흥왕에서 진덕왕에 이르는 신라 정치사회의 편성과정을 중앙정치를 중심으로 정리한 것이다 . 신라에 있어서 6세기는 농업생산력의 발전과 삼국간의 치열한 전쟁으로 사회경제적 변동이 극심하던 때였고 , 그러한 변동으로 종래의 지배체제가 새롭게 재편되던 시기였다. 바야흐로 중앙정부는 지방민을 公民으로 편입시켜 전쟁 및 力役에 동원하는 한편 조세를 징수하는 대상으로 파악함으로써 중앙집권적인 귀족국가로서의 통치체제를 갖추게 된다 . 신라는 법흥왕 7년(520년) 율령의 반포와 시행으로 전국을 일원적 법질서체제하에 통치할 수 있게 되었고, . 그 과정에서 진흥왕은 막대한 부를 획득하였고 , 부를 관리하기 위한 재정담당관을 설치함으로써 분배권을 매개로 귀족에 대한 왕권의 우위를 확보하였다 . 진평왕은 진흥왕대 대외전쟁의 성공을 바탕으로 집권 후반에 이르기까지 중앙집권적 지배체제의 정비를 가속화시켜 나갔다 . 특히 , 이어 진덕왕대에 한화적 내정개혁을 추진함으로써 신라는 대내외적으로 새로운 국면을 맞게 되었다 .이처럼 중고기 100여 년에 걸쳐 정비된 국가지배체제의 원형은 통일 후 중대의 무열왕 , 문무왕을 거쳐 신문왕대에 완성을 보게 된다 . 과정을 이해하기 위한 전제적 논의라고 하겠다 .
Abstract
The main subject of this article is about the political period from king Bebheung to kingitical organization in terms of centralization of 2 新羅文化 第 25輯rule system in that period. During 6th century, Sila had a social upheaval through the influence of both improvement for agriculture productivity and the state of war. Result of this, Sila had the reorganization for ascendancy system. With time goes on, Silla included the local resident as the citizen, who pays tax. Also, Sila used them as labor and war mobilization. With this process, Sila started to have a centralization of rule system. Silla ruled over a country with the distribution and operation of an ordinance. With this administer the afairs of state, king Jinheung made sucesful result for the war. During that proces, king Jinheung amass a huge fortune. For this huge amount of wealth, he established the financial management department. By this authority for distribution of wealth, he holded priority over the nobles. King Jinpyung acelerated the centralization of rule system based on king Jinheung's suces in war. In emphasizing of king Jinpyung's reorganization of the bureaucratic system, it made a base of an absolute monarch. Soon after, king Jindeock reformed the Chinese currency and Sila had the new aspect of phase. Therefore, this article is a prerequisite for understanding the unified Sila's reshuffle process to next stage.
