한국경제가 종래의 양적 성장에는 한계에 도달하였고, 혁신주도형 경제로 변신하여야 한다는 것은 만인이 공감하고 있다. 참여정부 역시 그런 관점 하에 국가경쟁력 제고에 노력하고 있다. 다만 참여정부가 과거 정부와 다른 점이 있다면 그것은 개혁/개방과 사회통합을 동전의 앞뒷면처럼 유기적으로 결합하여 국가발전을 추진하고 있다는 점이다. 그런 점에서 성장지상주의 대신 ‘동반성장’을 지향한다. 그리고 공간적 특징으로는 수도권 1극 집중체제를 지양하고, 지방을 균형 있게 발전시키는 데 주력한다는 점, 시간적 차원에서 본다면 단기적 경기 대책보다는 장기적 국가경쟁력 배양에 주력한다는 점을 특징으로 들 수 있다. 개혁/개방, 사회통합, 균형발전, 장기주의가 참여정부 국가경쟁력 강화 전략의 핵심이다.
Abstract
Many people acknowledge that the Korean economy cannot go on with the old growth model of extensive growth, and it is almost imperative to pursue an alternative model of an innovation-driven economy. The current Participatory Government is trying to find ways to raise the international competitiveness of the economy. The characteristics of the Participatory Government in this matter can be summarized into four headlines, .i.e., reform and open-door policy, social inclusion, balanced development, and long-termism. Reform and open-door policy can be successful only when accompanied by social inclusion, and the goal is ‘shared growth’ instead of ‘growthism’. On the dimension of space, balanced development can replace the year-old single-pole growth around Seoul area. On the dimension of time, the long-term perspective is badly needed to maintain the consistency of economic policies.
