초록

본 논문은 한국노동패널(KLIPS)자료를 이용하여 우리나라 소득의 이동성 추이를분석하고 소득이동성을 결정하는 요인을 분석하였다. 분석결과 첫째, 1999-2008년 기간 동안 소득이동성이 시간이 지남에 따라 전반적으로 감소해온 것으로 나타났다. 둘째, 중산층 구성 비율이 점차 감소하면서 저소득층과 고소득층의 비중은 점차 증가하고 있는 것으로 나타나, 소득의 양극화와 중산층의 붕괴가 동시에진행되고 있는 것으로 나타났다. 셋째, 연도별 소득계층 간 이행행렬의 추이를 분석한 결과, 1999-2000년 소득이동성이 의미하는 장기균형의 소득계층 분포는 저소득층이 22.4%, 중산층 52.3%, 고소득층 25.2%에서, 2007-2008년 소득이동성이 의미하는 장기균형의 소득계층 분포는 저소득층 31.4%, 중산층 37.8%, 고소득층 30.8%로 변화되는 것으로 나타나 소득이동성 감소가 장기적으로 중산층의붕괴와 소득 양극화의 주요 원인이 되는 것이 입증되었다. 소득이동 경향을 상향이동과 하향이동으로 구분하여 소득이동성의 결정요인을분석한 결과, 인구통계학적 요인과 경제적 요인 및 정책요인이 모두 소득이동성에 유의미한 영향을 미치는 것으로 나타났다. 인구통계학적 요인의 경우, 임계연령에 이를 때까지는 연령이 많아질수록 소득이동성이 높아지는 반면 임계연령이지나면 반대로 소득이동성이 감소하는 것으로 나타났다. 경제적 요인의 경우, 가구 내 취업자 수가 증가할수록, 초기소득이 적을수록, 정규직일수록, 화이트칼라직업일수록 상향 소득이동 가능성이 높아지고. 정책적 요인의 경우 직업훈련을받을수록, 사회보험을 받지 않을수록 상향 소득이동 가능성이 높아지는 것으로나타났다. 본 논문의 실증분석결과에 근거한 정책적인 시사점은 첫째, 직업훈련 정책을 강화하여 저소득계층의 상위계층으로의 이동을 도울 필요가 있다는 것이다. 둘째,정규직과 같이 안정적인 고용형태를 증가시킴으로써 소득이동성을 제고시킬 수있다. 셋째, 사회보험수혜가 근로의욕을 저하시키지 않도록 제도적으로 보완해야한다. 이는 현재 시행 중인 근로장려세제(EITC)의 적극적인 확대가 바람직하다는것을 의미한다.

Abstract

This paper analyzes the income mobility trend and determinants of income mobility in Korea using the KLIPS data. The main findings of this paper are as follows. Firstly, it turns out that income mobility has had a decreasing trend during 1999-2008 period. Secondly, the ratio of the middle income class to whole households has decreased while the upper income class and the lower income class have increased. As a result polarization of income classes and the demolition of the middle income classes has proceeded simultaneously. Thirdly, a decrease in income mobility in the long-run will make the demolition of middle income class and polarization of income distribution. We examined determinants of income mobility of households in both directions considering demographic factors, economic factors, and policy factors. As expected, all three factors have significant effects on income mobility in Korea. We found that there exists a critical age before which probability of income mobility increases as age increases and vice versa after that. In terms of economic factors, the more is the number of family and the less is the initial income, the more probable is upward income mobility. Also,the job status such as a regular job and a white color affects income mobility. In terms of policy variables, we find whether the household head goes through the OJT(On the Job Training) and receives social insurance also affect the income mobility. The policy implications of this paper are as follows. The government needs to subsidize the OJT program in the private sector. Some social welfare programs should be revised not to discourage the work incentive of workers.
