한일회담을 둘러싼 일본정부의 정책결정과정에 대한 연구 - 1960년의 국면전환기를 중심으로 -

Abstract

When was decisive conversion for the agreement phase performed from the opposing phase in all processes of the Korea and Japan normalization talks? It can't be said that it was elucidated sufficiently about an actual cardinal point and the background as phase conversion to an economic assistance system from a claim rights system by the preceding study. A problem as the restrictions on the material lay there. By analysing mainly the Korea and Japan Talks documents released in Japan from 2007, this research is trying explication about via what kind of policy making process policy conversion of the Japanese side was formed and what kind of influence did policy conversion of the Japanese side have on correspondence in the Korean side, and how it was reflected in the policy making process of the Japanese side again. For this, the analysis is performed focusing from the period of making the “basic policy plan of negotiations” of the Japanese Ministry of Foreign Affairs in April of 1960 to that of the 5th Korea and Japan Talks. In particular, both Korea and Japan experiences some changes of government in this times. It is also analyzed that such political fluctuation has the dynamic correlation with the Korea and Japan Normalization negotiations.
