이 논문의 목적은 슘페터의 기업가론을 비판적으로 살펴보는 데 있다. 그에게 기업가는 경제진보를 낳는 신이자, 사회경제발전의 주연배우이고, 사회변화의 주체이다. 그는 창의력, 권위, 선경지명을 가진 기업가와, 화폐나 물적 재화에 대한 청구권을 갖는 자본가를 구분한다. 그에게 기업가는 신용제도가 없다면 혁신을 수행할 수 없는 존재이다. 이런 기업가는 자신의 독점적 지위를 누리는 기간을 연장하기 위해, 그 수단으로 특허나 전략적 제휴 같은 것을 동원한다. 슘페터의 이런 인식은, 기업가를 불확실성을 줄이는 역할로 보는 나이트, 불균형 시장에서 가격을 조정하는 역할로 보는 커즈너, 조직의 비효율성에 대한 대응으로 보는 라이벤슈타인과 다를 뿐만 아니라 더 뛰어나다. 또한 생산수단에 대한 화폐청구권자로서 자본가를 보는 맑스의 것과도 크게 대비된다. 그러나 슘페터에게 기업가의 혁신 기능은 자본주의사회에 국한되기보다는 시대를 초월하는 것이다. 이는 그의 기업가의 혁신기능이 현실적인 것이 아니라 추상적임을 보여준다.
Abstract
This paper aims at the critical review of Schumpeter on entrepreneur. The Schumpeterian entrepreneur is the demiurge of economic progress, the dramatis personae of socio-economic development, and the agent of social change in general. Schumpeter contends the fundamental point of distinguishing between entrepreneurs that have initiatives, authority, foresight etc. and capitalists that are regarded as owners of money, claims to money, or material goods. The method of obtaining the fund necessary for the innovations by entrepreneur is the creation of credit by banks. Without the credit system, entrepreneur cannot carry out the new combinations. There are means available to the successful entrepreneur-patents, strategy, and so on-for prolonging the life of his monopolistic position. This conception of Schumpeter on entrepreneur is different from, and superior to that of Knight, Kirzner, Leibenstein and perhaps of Marx. But Schumpeterian entrepreneur's innovational function is not restricted to capitalist society.
