초록
Chinese government takes much more concern about the air pollution issue caused by car operation rather than vehicle sales increase. Currently the EV or PHEV business is considered as a symbol of innovation in automobile industry. In order to access the innovation of Chinese vehicle makers, this study analyzed three issues. Firstly major characteristics of automobile industry of China can be organized into three points; a growing market control power of Six SOEs, JVs’ influence on passenger car business, the existence of three strategic groups. Secondly China exceeded other countries’ performances for EV sales volume through the city based pilot projects. But Chinese automobile industry is not more innovative than other countries and the innovation capabilities of local makers rarely go beyond the stage-skipping leapfrogs. It is still far away from a tipping point for EV commercialization. Thirdly minor makers and new entrants try to use the government initiative EV project as a facilitator for industry structure change. Among six leading regions for EV business, Shenzhen is considered as a relatively success case but it is hard to expect for Shenzhen model to spread nationwide due to the basic condition difference and local protectionism.
