본 논문은 이질적 개인들로 구성된 경제에서 모병제가 징병제(개병제)에 비해 더효율적일 뿐 아니라, 소득 불평등을 개선할 수 있음을 보인다. 모병제 하에서는민간 부문과 군대에서의 비교우위에 따른 효율적 자원배분이 도출될 뿐 아니라, 모병제의 군 급여 인상 효과가 민간 생산성이 낮은 계층에 집중되기 때문이다. 특히 군복무의 비효용(disutility)이 클수록 군 급여에 포함된 보상적 임금이 커지기때문에 모병제의 불평등 개선효과가 두드러진다. 생산성 분포에 대한 가정 및 실제 임금 자료에 현실적인 가정을 적용한 시뮬레이션에서 모병제가 실질적으로 불평등을 개선할 수 있는 것으로 나타난다. 이는 모병제가 부자들에게만 유리한 불공정한 제도라는 일반적인 인식을 재평가해 볼 필요가 있음을 의미한다
Abstract
This paper shows that volunteer system can be more equitable, not just efficient, relative to draft system in an economy with heterogenous individuals. In particular, volunteer system can be more equitable as the disutility from military services is greater, because the higher pays to soldiers are concentrated among the low-productivity individuals. A few numerical examples and simulation applied to real wage data suggest that volunteer system is likely to improve wage inequality in Korea. The results call for in-depth discussion on adopting volunteer system as well as reevaluating the common perception that volunteer system unfairly favors the rich.
