Abstract

This study focuses on analyzing the extensive writings of Watanabe Akira (渡邊彰, 1861–?), who held the position of an official or advisor in the Religious Affairs Section of the Bureau of Education during the critical early 1920s of Japanese colonial rule. The academic goal is to utilize his texts to uncover dimensions of the Japanese colonial religious policy that official laws and ordinances alone do not convey. His collected works effectively document the official's distinct perspective on religion, the pragmatic concerns of a functionary navigating policy implementation, and his considered thoughts on the future religious landscape of Joseon (Korea). This study examines Watanabe Akira's literary activities around 1920, dividing them into three main areas. First, there is his 1919 lecture manuscript, Cheondogyo and Sicheongyo, which analyzed the post-March First Movement split of the Donghak tradition. He attributed the division and the differing participation in independence demonstrations to variations in the “recognition of the separation of religion and politics.” Second, there is his 1921 work, The State of Religion in Joseon, that went beyond policy distinctions (recognized vs. unrecognized religions) to examine all faith groups. His broad vision mapped the religious landscape by comparing believers and non-believers to predict future trends. Third, are his treatises in the Police Affairs Bulletin which traced the history of various traditions to capture their “power to move the populace.” While noting penalties for public order violations, Watanabe viewed punishment as a temporary measure, emphasizing the need for deeper psychological change, and believed administrative police required an understanding of religion, acknowledging its positive role in public order. Watanabe Akira's work, as a policy functionary and a scholar, clearly shows his religious understanding extended beyond the limitations of mere policy ordinances.
