공무원 생태윤리 확립전략: 윤리 범주화와 전제조건

이 글에선 한 나라의 환경수준을 실제로 좌우하는 정책권을 쥔 공무원의 생태윤리 확립 의의를 기존 환경윤리의 성찰과 책임윤리와의 연결시각에서 논했다. 또 책임윤리 유형, 생태윤리 논의의 시사점, 공직윤리의 주요차원을 종합 고려해, 공무원 생태윤리를 소극적 치유윤리(보호), 소극적 예방윤리(보존), 적극적 치유윤리(복원), 적극적 예방윤리(보전)로 범주화한 뒤, 각 윤리범주를 구체화하기 위한 행위규범과 행동준칙도 살펴보았다. 특히 4대강 정비사업을 예로 들어 공무원 생태윤리의 현 수준을 성찰한 뒤, 인간-자연 간 바람직한 관계설정을 위해 공무원들이 열정을 갖고 생태계 보전, 복원에까지 나서는 적극적 생태윤리를 확립하기 위한 전제조건으로서, 관료의 생태적 자각훈련, 생태친화적 담론형성, 확장된 윤리교육, 복종의무와 신분보장의 적극적 해석, 녹색거버넌스 확립, 생태친화적 정책역량 학습을 강조했다.
Abstract
Administrators have the power of most environmental policy making. Unfortunately, they have had the instrumental perception of Nature, and have caused a lot of ecological disruptions. Therefore, they need a new perspective of Nature, and have to change their value orientation and policy interest. On that point, this article insists that our bureaucrats should actualize ecological ethics as codes of their action, and build their systemic process for learning and institutionalizing it. Also, this study categorizes public servant's ecological ethics into negative ethic and positive ethic, and then provide legal compliance, protection, conservation as codes of their action for negative ethic, and provide aspiration, preservation, doing nothing, restoration as codes of their action for positive ethic. Finally, this article sets forth prerequisites for actualizing our bureaucrats' ecological ethics such as public servants' training for their ecological conscience, eco-friendly discourse analysis, green governance, creation of pro-eco policy-community.
