한국의 융합행정: 초기 양상과 발전과제

초록

근래 들어 선진국에서는 공공부문 개혁의 무게 중심이 구조적 분권화, 기능분화, 단일목표의 기관 설치 등을 중시하는 신공공관리적 접근에서 벗어나 기관 간 협업을 강조하는연계형 정부의 구축으로 이동하는 경향을 보이고 있다. 이러한 변화의 흐름과 맞물려최근 우리나라에서도 행정기관 간 경계를 뛰어넘는 협력모델로서 이른바 ‘융합행정’이점차 활성화되고 있는 추세이다. 본 연구에서는 우리나라 중앙부처 간 융합행정의 특징및 초기 추진 양상을 선진국 연계형 정부 등의 경험에 비추어 살피면서 앞으로의 발전과제를 제시하였다.

Abstract

In recent public sector reforms in many advanced countries, there has been a shift away from NPM approaches that focus on structural devolution, disaggregation and single-purpose organizations, and toward new approaches, such as "joined-up government", which emphasize enhancing collaborative efforts among public sector organizations. To this end, a new reform model labeled "integrated administration" is now being launched in Korean government. This model denotes implementation of cross-agency collaboration. This study explores the characteristics of the early stages of "integrated administration" in light of the experiences of "joined-up government" in the United Kingdom, and discusses directions for its development.
