이 논문에서는 행정학 및 정책학 분야의 국내외 경험적 연구들에서 제기된 사회자본의 개념, 그 형성 및 효과에 관한 쟁점을 정리하고자 하였다. 사회자본의 핵심적 구성요소를 사회적 신뢰, 협력적 네트워크, 호혜의 규범으로 보는 데에는 어느 정도 합의가 이루어지고 있다. 사회자본에 관한 경험적 연구는 개인을 분석단위로 하는 미시적 맥락의 연구와 분석단위가 공동체, 국가 등 집계단위인 거시적 맥락의 연구로 구분된다. 두 가지 유형의 경험적 연구는 사회자본의 조작적 정의와 측정, 그 증가 또는 감소의 원인, 그리고 그 효과에 관한 연구방법과 강조점 또한 상당히 다르다. 거시적 단위에서 사회자본을 측정할 때 하위단위인 개인에 대한 측정결과를 단순 집계할 수 있느냐의 문제가 제기된다. 한편 사회자본의 형성원인과 그 효과에 관한 연구는 공동체나 국가의 속성인 사회자본을 원인인 동시에 결과로 본다는 소위 “순환성(circularity)”의 문제가 있다는 비판도 제기되고 있다. 사실상 사회자본의 연구는 정연한 선형인과관계의 논리로는 파악하기 어려운 이슈들을 다루고 있다. 한편 국내에서 이루어진 사회자본에 관한 대다수의 경험적 연구는 미시적인 맥락에서 개인에 대한 설문조사를 토대로 이루어진 것으로 그 연구결과를 거시적 맥락의 관점에서 추론하고 해석할 때 소위 “환원주의적 오류(reductionism)”를 범할 가능성이 있다. 그러므로 국내 연구에서도 거시적 맥락의 연구가 보완되어야 할 것이다.
Abstract
This paper attempts to review some issues in the empirical studies of social capital, its formation and its effects in the field of public policy and public administration. There is a general agreement that three core elements of social capital are social trust, collaborative network, and reciprocal norms. Empirical research on social capital is grouped into two categories according to the unit of analysis: micro-level studies using individuals as unit of analysis and macro-level studies using communities and nations as unit of analysis. These two groups of research differ considerably in respect to operational definition and measurements of social capital, its causes of increase or decrease, and its effects on individual and government performances. It is pointed out that the absolute majority of empirical research on social capital in Korea is micro-level analysis of survey responses. It is recommended that macro-level analyses on social capital using local communities or nations as the unit of analysis should be increased in Korea.
