본 연구는 단말기 보조금 금지 정책의 사회후생 효과를 분석한다. 우리는 단말기 보조금을 수직적 계약에 의한 상류기업의 이부요금제의 결과로 해석한다. 이부요금제가 허용되면 이중마진의 소멸로 인하여 소비자들은 보다 저렴하게 단말기를 구입할 수 있는 바, 이는 소비자들이 단말기 보조금을 지급받은 결과로 이해될 수 있고, 그 결과 서비스 요금도 낮아지게 된다. 따라서 정부가 단말기 보조금 지급을 금지한다면, 상류기업이 책정하는 단말기 가격은 높아지고 통신서비스가격도 높아지며, 그 결과 사회후생은 감소할 것이다. 그러나 모든 경쟁적 통신서비스가 모든 단말기와 호환가능한 경우에는 보조금지급은 경쟁을 약화시켜 소비자가 부담하는 가격을 높일 수 있으므로 단말기 보조금 규제가 사회후생을 증대시킬 수 있다.
Abstract
This paper aims to analyze the social welfare effect of handset subsidies prohibition policy. Generally, we understand that handset subsidies are the result of upper business’s Two-part tariff by vertical contract. It would be possible for consumers to buy cell phone at lower price owing to double marginalization extinction if two-part tariff was allowed. Since consumers receive handset subsidies and service fee is reduced. Therefore, cell phone price which upper business set and telecommunication service price would increase if government prohibited providing handset subsidies. As a result, social welfare level would decrease. However, providing subsidy can increase consumer price caused by weakening competition in case all competitive telecommunication service is compatible with all cellphone device. Thus, handset subsidies regulation is able to increase social welfare level.
