이념성을 고려한 보도자료와 언론보도의 프레임 비교: 2014년 국방부 대표쟁점 분석

본 연구는 2014년 국방부의 대표적 쟁점들과 관련 세부쟁점들을 국방부와 언론이 어떻게 프레임하고 있는지, 또 그들 간 쟁점 프레임의 차이는 무언지를 살펴보았다. 북한무인기 쟁점은 개인원인 프레임, 방산비리와 전시작전권인수 쟁점은 사회와 정부 원인으로 프레임되고 있었다. 한편 병영문화혁신은 국방부는 사회와 정부원인 프레임, 언론은 오히려 개인원인으로 프레임화 하였고, 국민들 역시 문제점을 가장 적게 느끼고 있었다. 반면, 방위산업비리 쟁점은 언론과 국민의 문제점 인식에 비해 국방부의 대응이 미비했음을 보여주고 있다. 또한 국방부는 문제원인과 도덕 판단 프레임이 언론에 비해 부족했고, 언론은 국방부에 비해 해결방안제시 프레임이 적었다. 전체적으로 언론 정파성에 따른 보도 프레임 차이는 크지 않았으나 진보언론의 반정부적인 프레임들이 부분적으로 표출되었다. 그러나 국민들은 진보언론의 쟁점부각에 크게 반응하지 않았다. 이러한 현상은 전시작전권 환수 문제에서 두드러졌다.
Abstract
This study researched in which types of frames Republic of Korea Ministry of National Defense and media used to cover four major issues in 2014 by analysing the official press releases and media coverages. Both used frames from press releases and coverages were also compared. Entman(1993)’s four frame categories such as the problem, the causes of the problem, moral judgment, and solution were applied for frame analysis and the issues are about defense industry related corruption, the return of operational authority from USA army in war, infiltration of unhabited combat air vehicle from North Korea, and murder cases related with strict military culture. The results showed that regarding issues about murder cases related with strict military culture, the official press releases of the ND framed those as the causes of strict military culture problem whereas media framed these issues as personal problems. The ND did not consider news related corruption of defense industry as more important press releases issues than the those of overall media coverage. Covering overall four issues, the official press releases of the ND employed much more solution frame than media reports while media reports much more utilized the causes of the problem and moral judgment frame than releases of the ND. Finally, 1,887 new coverages of the above four major crisis issues were also analyzed by partisanship and results revealed that partisanship of media coverages did not surface seriously for reporting those four issues and the implication of the results have been discussed.
