딜레마 이론의 강점은 기존의 정책결정이론이 다루지 못한 특정한 조건인 딜레마 상황에서의 정책결정을 설명하는데 있다. 기존의 연구는 딜레마 상황에서의 결정행태에 대한 사례연구에 치중하여, 다른 정책결정이론과의 비교를 통한 딜레마 이론의 강점을 부각시키지 못하였다. 이 연구는 쿠바미사일 위기 상황에서의 해상봉쇄 과정을 딜레마 시각에서 분석하였고, 널리 활용된 합리 모형에 따른 분석과 비교하였다. 이 연구는 쿠바 미사일 위기의 해결과정 중에서 이제까지 주목을 받지 못한 측면, 즉, 외교적 대안이 주변적인 대안이 된 점, 군사적 대안과 간접적 군사적 대안이 딜레마 대응이 된 점, 대안 모색은 핵전쟁의 회피라는 틀 안에서 이루어진 점, 대안모색과정에서 최고결정자의 가치관이 중요한 점, 소위 비둘기파나 매파는 위기를 딜레마로 보지 않은 점을 밝혀내었고, 그에 따라 논의의 과정이 딜레마 대응이라는 각도에서 해석된다는 점을 밝혔다. 딜레마 시각은 쿠바 미사일 위기의 해결과정을 새롭고, 의미있게 분석하였다고 주장하였다.
Abstract
The strength of the dilemma theory on decision making lies in understanding the decision in a dilemma situation, which is left unspecified by other theories. Yet, existing studies have focused mainly on identifying dilemma situations and finding reactions to dilemmas, but have not explored theoretical comparisons of dilemma theory with others. This paper compares the dilemma perspective with a rational actor model regarding the decision over the US blockade of Cuba during the Cuba missile crisis in 1962. By comparing two theoretical models, this study finds out that the dilemma theory explicates less analyzed aspects of the blockade decision: the diplomatic resolution alternative was put aside because it did not see the issue as dilemma; military invasion and indirect blockade are posed as dilemmas; a search for the alternative is bound by the decision maker’s value premises; and some did not see the crisis as dilemma. This study claims that the dilemma theory is useful and, better in some aspects, in exploring key moments under the specific conditions of dilemma.
