디지털 헬스케어의 분류체계와 정책제언

Classification of Digital Health and Policy Implications

초록

본 연구는 급변하는 기술 환경과 시장 수요에 대응하여 디지털 헬스케어의 개념과 범위를 정립하고, 다양한 산업 분야와 학문 영역이 융합된 디지털 헬스케어의 특수성을 반영한 통합적 분류체계를 제시하는 것을 목적으로 한다. 먼저 문헌연구와 전문가 인터뷰를 통해 서비스 목적, 서비스 수단, 서비스 방식이라는 세 가지 기준에 기반한 3차원 분류 프레임워크를 도출하였다. 그리고 분류 프레임워크를 토대로 하드웨어 기반 디지털 의료기기, 하드웨어 기반 디지털 건강관리 기기, 의료용 소프트웨어, 건강관리 솔루션, 의료인 간 및 의료인-환자 간 매칭 플랫폼, 디지털 건강관리 플랫폼, 디지털 의료 및 건강관리 지원 시스템/인프라 등 7대 영역을 식별하였고, 각 영역별 국내 디지털 헬스케어 산업의 현황과 트렌드를 고려한 정책 과제를 제언하였다. 정책 제언으로는 장기적 관점의 거버넌스 체계 강화, 제도적 기반 확립, 초기 시장 형성을 통한 선순환 구조 창출 등이 도출되었다. 본 연구는 디지털 헬스케어의 제반 영역을 유기적으로 연계하는 분석틀을 제시함으로써, 관련 연구와 정책 수립의 기초자료로 활용될 수 있을 것으로 기대된다.

Abstract

This study seeks to redefine digital healthcare’s concept and scope in light of rapidly evolving technological landscapes and market demands. It presents an integrated classification system that captures the unique, multidisciplinary nature of digital healthcare, which spans various industrial and academic domains. Through a combination of literature review and expert interviews, we developed a three-dimensional classification framework based on service objective, delivery method, and model. This framework served as a basis for analyzing the current state and key trends of the domestic digital healthcare industry, leading to proposed policy measures for its development. Key policy recommendations include enhancing long-term governance structures, establishing robust institutional foundations, and fostering a virtuous cycle through initial market cultivation. By offering an analytical framework that organically connects diverse areas of digital healthcare, this study aims to provide a valuable foundation for future research and policy formulation in the field.
