초록

로봇을 포함한 기술의 변화와 발전은 우리 삶을 변화시키고 있다. 가장 인간다운 영역이라고 보는 돌봄에서도 로봇이 인간을 대체하거나 보조하는 역할을 하고 있다. 이 글은 디지털 전환의 맥락에서 기술이 어떤 가치와 목적으로 활용되어야 하는지에 주목하고자 하였으며, 그래서 기술의 개발과 사용에는 가치가 투영되어야 한다는 전제 속에서 논의를 시작하였다. 이 글의 목적은 ‘돌보는 로봇’은 돌봄의 가치를 반영하여 설계되고 사용되어야 한다고 보는 관점(돌봄중심 가치 민감 디자인)에서 로봇돌봄의 윤리적 이슈를 짚어보는 것이다. 이를 위해 돌봄윤리를 바탕으로 윤리적인 돌봄의 의미를 알아보고, 이를 반영하는 로봇은 어떤 특징을 지녀야 하는지 살펴본다. 돌봄 가치의 요건으로 ‘실천으로서 돌봄’, ‘방치와 지배 사이’, ‘민주적 협력’을 제시하고 이를 실현하고자 설계되고 운영되는 로봇돌봄의 모습을 살펴본다. 또한 로봇돌봄의 윤리 입장에서 보았을 때 현재 국내 돌봄로봇정책 및 돌봄로봇 윤리규제에 어떤 함의를 줄 수 있을지 제시한다.

Abstract

Developments in technology, including robots, are changing our lives. Even in care, which is considered the most humane area, robots assist or replace humans. This paper focuses on the value and purpose for which technology should be used in the context of digital transformation and begins the discussion with the premise that value must be reflected in the development and use of technology. This paper aims to look at the ethical issues of robot care from the perspective of ‘caring robots’ that should be designed and used to reflect the value of care (care-centered value sensitive design). To this end, this paper examines the meaning of ethical care based on care ethics and explores what characteristics a care robot that reflects this should have. It presents ‘care as practice’, ‘between neglect and domination’, and ‘democratic cooperation’ as requirements for the value of care and look at the robot care designed and operated to realize these. In addition, from the perspective of the ethics of robot care, it suggests what implications this may have on the current domestic care robot policy and ethics regulations.
