공공분쟁연구에서의 정책네트워크 적용가능성 탐색

본 연구는 공공분쟁사례를 대상으로 분쟁과정의 현황과 변화 등을 정책네트워크 분석을 통해 협력적네트워크로 이끌 수 있는 기회를 확대하기 위하여 연구되었다. 이를 위하여 크게 두 가지로 나누어 살펴보았다. 첫째는 최근 우리나라 사회환경의 변화로 인한 정책네트워크의 필요성을 제시하였으며, 둘째는 공공분쟁과 정책네트워크의 구성요소관계를 제시했다. 보다 구체적으로 살펴보면 다음과 같다. 첫째, 정책네트워크의 필요성은 우리나라의 시민사회, 지방정부, 분쟁발생 영역의 변화로 정책네트워크 분석의 필요성이 증대되어진 이유를 살펴보았으며, 이를 뒷받침할 최근 정책네트워크의 연구동향을 제시하였다. 둘째, 공공분쟁과 정책네트워크의 구성요소는 공공분쟁을 대상으로 정책네트워크의 구성요소와 모형의 적절성을 살펴보았다. 구성요소는 지금까지 제시되어진 정책네트워크의 구성요소를 종합하여 중복되어진 구성요소는 통합 및 제거를 통해 재구성하여 분쟁사례구성요인과의 적절성을 파악하여 적용하였다. 정책네트워크 모형은 기존의 다소 형식적인 모형적용의 틀에서 보다 강화하여 모형의 다양한 범례를 통해 시민사회 공공분쟁의 파악의 용이성과 변화의 흐름을 통해 분쟁의 진단을 빠르고 보다 정확하게 파악할 수 있도록 제시하였다.
Abstract
This research is to expand an opportunity of leading cooperative network by analyzing policy network of public dispute cases including current status and changes of disputes. For this research purpose, two suggestions were proposed: first, changing social environments in Korea requires policy network; second, relationship between public dispute and policy network was suggested. More specifically, the followings were suggested: Firstly, as for necessity of policy network, reasons why changes in civil society, local government and dispute occurrence require analysis of policy network were examined. Recent trends of conducting researches about policy network were also suggested. Secondly, components of policy network and applicability of relevant model in relation to public dispute were examined. All components of policy network which had been suggested were collected and redundant components were removed, causing components to be reorganized. Then, appropriateness with components of dispute cases was examined and applied. A policy network model was strengthened escaping from the existing formal models. With various legends of the model, it was suggested to diagnose and examine disputes and changing trends more easily.
