Abstract
This study aims at analyzing how National Emergency Management (NEMA) responded to Sungnyemun fire incident, in which the situation was urgent, unexpected, unplanned, and novel, from the perspective of organizational improvisation. NEMA was expected to respond to the development and shift of fire (situation) in a rapid and flexible way, by utilizing organizational improvisation that means making speedy decisions and executing them almost at the same time. The results show, however, that NEMA did not succeed in putting out the fire in part in some sense, because of its rigid decision-making structure, its failure of coordination through organic communications, and its strong feeling of burden on responsibility.
