초록
This study analyses the dynamic interactions among the state and non-state actors in the process of Korean telecommunications market liberalization in the 1990s. It demonstrates the context in which the once strong bureaucratic developmental state was dismantling its capacity in managing the national economy. It tries to identify the factors that affected such changes and provides a theoretical implication for the new developmental state discussion. By revisiting the turning point of the Korean developmental state, this study suggests three necessary conditions for the new Korean developmental state to lay its foundation, which are the ability to convince the people with a new philosophy of development, the strong will to reestablish the moral principle of the bureaucracy, and the flexibility to respond the rapidly changing domestic and international political economic environment.
