타임스터디 방식을 활용한 요양보호사의 서비스 활동 분석

Abstract

Long-term care insurance that has been executed for ten years has exposed the problem such as low pay and high labor intensity of care workers, degradation of service quality in spite of quantitative expansion of users and facility. But the discussion on labor intensity of care workers is based on the inference of high labor intensity due to low-wage jobs in middle-aged women without an empirical analysis of care workers job. Therefore, this study has empirically analysed the activity of care workers by applying time study method to record and analyze the service activities of care workers in one minute increments. We analysed and identified what services care workers actually provides while recording 24-hour care activities of 190 elderly people in two elderly nursing homes. As a result of the analysis, it was found that the service activities of care workers are more than 4 hours during legal working hours for physical work such as meal, excretion, change of position. In addition, it has been shown that various activities such as administrative service drawing up service records, emotional support of conversation and communication with the elderly are conducted. It shows that the labor intensity of care workers is very high and does not end with mere physical labor but shows a characteristic of comprehensive labor. Based on the results of this analysis, it was suggested that improvement of treatment of care workers and consolidation of education and training for various service activities are needed to improve the quality of long-term care services for the elderly.
