Abstract

This study explores the politicization of South Korea’s Intelligence agencies from the U.S. military regime to the years before democratization, focusing on predecessors of the National Intelligence Service and the Defense Counterintelligence Command. Politicization of intelligence agencies refers to political leaders using them to control politics and society. Korean authoritarian regimes mobilized the agencies under the guise of national security and regime stability. Syngman Rhee’s Korean Counter Intelligence Corps(CIC) intervened in elections, Park Chung-hee’s Korean Central Intelligence Agency(CIA) secretly launched a political party, and the Defense Security Command seized control of intelligence and investigative agencies following the October 26, 1979 incident. The convergence of intelligence and investigation, driven by the U.S. military regime, the North-South standoff, and the military coup, reinforced political intervention.
