한국 사드 배치와 동아시아 여론 동향 분석 - 한, 중 및 대만·홍콩 신문 뉴스 프레임을 중심으로 -

본 연구는 사드(THAAD, 고고도 미사일 방어 체계) 한국 배치에 따른 동아시아 주요 언론들의 뉴스보도 프레임 특징을 분석이다. 뉴스 프레임은 구성주의적 관점에서 수용자의 여론 형성과 방향에 다양한 방식으로 영향을 미치는 틀짓기이다. 또한 의도 여부를 떠나 일정한 방향으로 여론을 형성하는 데도 관여한다. 사드는 한국의 주요 이슈이면서 중국을 포함한 동아시아 지역안보와 관련된 주요 국제 이슈였다. 한국과 중국, 대만, 홍콩의 주요 언론을 분석 대상으로 삼은 이유이며, 이들 국가나 지역 단위가 문화적 변인인 한류의 영향권에 있다는 점도 분석 대상으로 작용했다. 분석결과, 동아시아의 대표적인 5개 언론은 실제로 사드 배치가 군사적․외교적․국제정치적 이슈임에도 불구하고 ‘한국적’ 이슈라는 이유만으로 한류 영향 프레임을 뉴스 보도에서 적지 않게 드러냈다. 물론 그 언론이 속해있는 정치체제와 정부 성격에 따라 뉴스 프레임적 특성을 달리하고 있는 것으로 조사됐다. 특히 갈등 프레임이 가장 비중있게 드러난 공통된 현상이었다. 중국과 대만, 홍콩의 3개의 중국어 신문들은 정치체제가 각기 다름에도 불구하고 갈등 프레임의 비중이 매우 높은 것으로 나타난 것은 한국의 샤드 배치가 지역안보 측면에서 갈등을 유발할 수밖에 없는 국제적 이슈라는 점을 보여주고 있다고 하겠다. 그리고 한국의 조선일보, 중국의 환구시보, 그리고 홍콩의 명보가 보도한 사드 기사는 다른 분석 대상 언론에 비해 권력친화 뉴스프레임의 비중이 상대적으로 높게 나타났다. 이번 연구에서 처음으로 분석 유형으로 삼은 권력친화 뉴스 프레임이 이들 언론 보도에서 상대적으로 높게 나타났다는 것은 의미있는 시사점이라고 하겠다. 동아시아 주요 언론이 서구 민주언론에 비해 여전히 권위주의 언론(siebert적 의미에서)의 성격을 유지하고 있다는 반증으로 이해할 수 있다. 반면 한국의 진보 신문인 한겨레와 대만 연합보는 책임귀인 프레임을 지렛대 삼아 사드 이슈를 보도하고 있다는 특징을 확인할 수 있었다.
Abstract
This research is a frame characteristic analysis of the news reports of major East Asia media outlets on the Korean placements of THAAD(Terminal High Altitude Area Defense). From a constructionism point of view, news frame is framing activity that can in various ways effect the creation and direction of public sentiment of media consumers. In addition, regardless of intent, it is involved in the creation of public sentiment in a certain direction. THAAD is not only a major issue in Korea but also a major international issue related to East Asian regional security including China. This is the reason major media outlets of Korea, China, Taiwan, and Hong Kong were selected as targets for analysis. In addition, that these countries are in the influence range of the cultural factor of Hal-lyu(the Korean wave) is also a reason they were selected. The result of the analysis showed that the 5 representative media outlets in East Asia actually not uncommonly utilized a Hallyu effect frame because the issue was a ‘Korean’ one despite the THAAD placement being a military/diplomatic/international politics issue. Of course the media outlets differed in news frame characteristics based on the political systems and characteristics of the government they belonged to. Conflict frames were a common phenomenon that was especially prevalent. The 3 Chinese language newspapers in China, Taiwan, and Hong Kong, despite differing government systems, all showed high levels of conflict framing which shows that the THAAD placement in Korea cannot but arouse conflict from a regional security standpoint. In addition, the Chosun Ilbo in Korea, the Huan Chi Shi Bao (Global Daily) of China, and the Ming Pao in Hong Kong showed higher levels of government friendly news frames compared to other media outlets that were analyzed. The fact that government friendly news frames, which were used for the first time as an analysis category by this study, was relatively higher in the news reports of these outlets has meaningful implications. This means that major media outlets in East Asia compared to their democratic media counterparts in the western hemisphere are exerting influence through authoritarian press (in the Siebert sense). On the other hand, the Hangyoreh progressive newspaper in Korea and the Lianhe Bao (United Daily News) in Taiwan was shown to report the THAAD placement issue using responsibility frames for leverage.
