미국의 식민지 조선 인식의 원형과 지역주의적 재해석

본고에서는 해방 이후 점령기에 등장한 신탁통치 문제의 논리적 구조가 미국의 식민지 인식 문제와 한반도 사회의 자립가능성에 대한 인식 문제와 연결되어 있다는 점을 분석하고자 한다. 먼저 방법론적으로 미국의 정책문서 작성과정에서 상당한 영향을 준 그라즈단제브의 『현대한국』과 이에 대한 맥퀸, 보튼, 번스 등의 서평 등을 분석함으로써, 미국의 전후 신탁통치 구상과 연결되는 식민지 조선에 대한 인식의 원형을 살펴보았다. 일제가 통치성을 강조하기 위해 조선인의 자치능력을 부정했던 논리와 함께, 미국의 인식논리에서는 자치능력 부분에 대해서 부정적이었다. 예를 들면, 대한제국에 대한 자기통치능력 부정은 일제의 한국병합 즉 식민지화의 긍정으로 이어졌다. 일제에 의해 부정된 통치능력을 조선의 자치 즉 독립의 긍정으로 나아가게 위해서는 자연권적 삶의 질을 담보해 줄 ‘통치능력’ 부분에 대한 신뢰가 존재해야 했다. 이에 대한 미국의 부정적 인식이 다시 외부의 통치에 의존해야 한다는 인식, 즉 이번에는 ‘신탁통치’론이 등장하게 되었던 것이다. 미국의 인식 속에서 자치는 권리가 아니라 능력의 영역이었다. 자결권이라는 자연권적 권리와 그 권리의 실현능력 사이의 관계성이 중요해졌던 것이다. 실제 ‘권리’ 실현 능력이 부족할 때는 외부의 통치에 의해 ‘권리’의 실현을 도모해야 한다는 것이다. 전후 대한정책을 수립할 당시 미국의 시각은 한국사적 맥락과 다른 측면을 보여준다. 일본의 패전을 전제로 미국의 전후 대아시아 정책은 수립되었고, 전후 대한정책도 아시아정책의 일부였다. 미국은 일본이 다시는 전쟁의 주역이 되어서는 안 되고, 미국의 영향력 아래에서 성장해야 한다는 대일정책의 논리를 전개했고, 대한정책도 이와 밀접한 관계 속에서 형성되었다. 따라서 미국의 식민지 조선에 대한 인식은 일국사적 관점이 아니라, 미국의 아시아정책 속에서 파악해야 하는 지역주의적 문제를 등장시켰다. 조선 독립가능성과 신탁통치안은 지역주의적 재해석에 의해 전개되었던 것이다.
Abstract
This article analyzes the connection of the logical system of trusteeship appeared in occupied Korea after its independence to American perception of colony as well as the likelihood of Korean society’s self-reliance. American perception logic agreed on Koreans’ lacking ability to have self-governance. The negation of the Korean empire’s ability of self-governance led to support for the Japanese annexation of Korean empire. In order to change governance denied by Japan to affirmation on Korea’s self-governance, or independence, trust in the ability of government to guarantee the quality of life in the context of natural rights. In this respect, Americans’ negative perception of the Korean self- governance led to the idea of trusteeship over the Korean peninsula. In this American perception, self-governance was not about rights but ability. When the actual ability to realize the ‘rights,’ one needs to promote the realization of the ‘rights’ through external governance. American perspective when they establish post-war policies on Korea shows different aspects from Korean historical aspects. American post-war policies on Asia were founded on the premise of Japanese defeating the war, and post-war policies on Korea were a part of it. America developed the logic of policies on Japan which articulate Japan should not be a main actor of war as well as Japan should develop under the control of America, and policies on Korea were established in the context of this logic.
