1990년대 서구식 자유주의에 대한 대응개념으로 등장했던 이른바 ‘아시아적 가치’ 논쟁이 중요하게 다루어질 필요가 대두되고 있다. 동아시아 국가의 경제발전의 배경을 유교에서 찾기 시작한 것에서 알 수 있듯이, 서구와 동아시아의 서로에 대한 이해의 부족 속에서 논쟁은 지속되었다는 점을 지적할 필요가 있다. 이 배경에는 일군의 서구 문명론자들과 이에 대한 반작용으로 동아시아의 유교 문화가 가지고 있는 정치적 이데올로기의 우위를 주장하는 또 다른 일군의 동아시아 학자들 간의 논쟁이 있었다. 중요한 사실은 개인의 자유와 인권이 자유주의의 핵심적 사상이며, 유교는 자유주의와 양립가능할 뿐만 아니라 유교가 가지고 있는 유구한 전통과 실천을 바탕으로 더욱 스스로 강건해질 수 있다는 점이다. 서구식 자유민주주의와 과도한 개인주의가 가져오는 사회적 병폐를 반면교사로 삼아 공동체 지향적이고 ‘비자유주의적인 민주주의’를 건설하는 것이 아시아적 가치론의 목표라고 보는 시각은 자유주의를 과대해석한 결과이다. 유교에 내재되어 있는 친(親)민주주의적 요소를 찾고 아시아적 가치 역시 근본적인 가치는 잘 보존하면서 쇄신할 수 있고, 서구 민주주의의 이념과 제도를 적절히 ‘아시아화’함으로써 아시아적 가치의 민주화와 서구 제도의 토착화를 실현해야 한다는 주장이 설득력 있게 다가온다. 굳이 서구에 대한 환상을 가질 필요도 없지만 1990년대 서구의 일부의 학자들이 저지른 오만함을 가질 필요는 더더욱 없다.
Abstract
The need to deal with the ‘Asian value’ debate, which emerged as a counter-concept to Western-style liberalism in the 1990s, is emerging as important. As can be seen from the fact that the background of East Asian countries economic development began to be found in Confucianism, it is worth pointing out that the debate continued amid the lack of understanding between the West and East Asia. In the background, there was a debate between a group of Western civilizationists and another group of East Asian scholars who, as a reaction to this, insisted on the superiority of the political ideology of East Asian Confucianism. The important fact is that individual freedom and human rights are the core ideas of liberalism, and Confucianism is not only compatible with liberalism, but also that Confucianism can strengthen itself based on its long traditions and practices. The view that the goal of ‘Asian values’ theory to build a community-oriented and ‘illiberal democracy’ by using the social ills caused by Western-style liberal democracy and excessive individualism as a counter-teacher is the result of an over-interpretation of liberalism. The pro-democratic elements inherent in Confucianism can be found, and Asian values can be renewed while preserving fundamental values. There is no need to fantasize about the West, but much less to have the arrogance committed by some scholars in the West in the 1990s.
