이 논문은 계획경제시기 중국의 공간변화를 중국의 경제발전과 위기가 공간에 투영되는 메커니즘으로 분석한다. 즉 계획경제시기 중국의 정치경제적 기획의 성공과 실패가 어떠한 방식으로 공간생산에 투영되는지 그 과정을 보여줄 것이다. 이를 위해 축적전략이 어떻게 형성되고 구조화 되는지, 이 축적구조의 지속적 안정화를 위한 헤게모니 프로젝트는 무엇이었는지, 그리고 축적 전략과 헤게모니 프로젝트를 담지하는 공간전략은 무엇인지를 밝히기 위해 축적전략, 헤게모니프로젝트, 공간전략 이론을 적용한다. 중공업 우선발전전략을 통해 신속한 공업화를 추진하면서 이를 위한 자본을 내부의 농업과 농촌을 통해 조달하면서 도농간의 모순과 갈등을 유발하고 도농 노동분업 구조를 형성했다. 이러한 갈등을 제거하고 안정적인 축적구조를 유지하기 위해 헤게모니 프로젝트로서 대약진을 추진했지만 엄청난 실패로 끝맺었다. 국가공간의 균형적 발전을 위해 중서부에 지역을 우선했지만 전략적 요충지와 특정 선별된 지역에 투자가 집중되는 공간적 선택성이 드러나며 지역간 격차는 줄었지만 지역 내 격차가 발생하였다. 신속한 공업화를 이루기 위해 계획담당자들은 도시화의 비용을 줄여 공업화에 투입하기 위한 지속적 노력을 기울였고, 대약진의 실패이후 도시화율의 급격한 하락을 겪으면서 개혁개방 전까지 도시화율은 18%를 넘지 못했다. 자본축적과 공간형성에 간여하는 국가의 역할 변화는 비록 실패로 끝났지만 대약진 시기 리스케일링을 통해 사회경제적 발전을 개선하고 최적의 국가거버넌스를 이루려는 능동적 프로젝트였다.
Abstract
This paper analyzes spatial change in China during the planned economy as a mechanism through which China's economic development and crisis are projected into space, i.e., it shows how the successes and failures of China's political and economic planning during the planned economy are projected into spatial production. This paper applies the theories of accumulation strategy, hegemonic project, and spatial strategy to reveal how the accumulation strategy is formed and structured, what is the hegemonic project for the continuous stabilization of this accumulation structure, and what is the spatial strategy that contains the accumulation strategy and hegemonic project. While promoting rapid industrialization through the strategy of prioritizing heavy industry, the capital for this was sourced from internal agriculture and rural areas, causing contradictions and conflicts between urban and rural areas and forming an urban-rural division of labor structure. In order to eliminate these conflicts and maintain a stable accumulation structure, the Great Leap Forward was promoted as a hegemonic project, but it ended in a huge failure. For the balanced development of national space, the central and western regions were prioritized, but spatial selectivity, which concentrated investment in strategic key points and certain selected regions, reduced interregional disparities but created intraregional disparities. In order to achieve rapid industrialization, planners made continuous efforts to reduce the cost of urbanization and put it into industrialization, and after the failure of the Great Leap Forward, the urbanization rate experienced a sharp decline, and the urbanization rate did not exceed 18% before the reform and opening up. The changing role of the state in capital accumulation and spatial formation was an active, albeit unsuccessful, project to improve socioeconomic development and achieve optimal state governance through rescaling during the Great Leap Forward.
