중국 지역발전정책의 변화와 특징 - 지역불균형의 공간재편

중화인민공화국 성립이후 중국의 지역정책은 1949-1978년의 균형발전단계, 1979- 2000년 동부 연해지역에 편중된 불균형 발전단계, 2000년 이후 지역간 조화(協調)발전 단계로 구분된다. 이러한 지역정책의 변화는 국가발전전략과 경제체제 전환에 따라 나타난 변화다. 서부대개발, 중부굴기, 동북진흥 등 중국정부의 지역 간 격차를 줄이려는 노력이 지속되고 있음에도 여전히 중국의 지역 간 격차는 좀처럼 줄어들지 않고 있다. 그 이유는 무엇인가? 본 논문은 국가의 공간적 선택성 분석틀로써 지역과 공간스케일로부터 중국 지역정책의 변화와 특징을 연구한다. 비록 2000년대 이후 지역정책이 균형발전을 중시하는 방향으로 전환했으나 실제 정책은 지역 내의 특수한 전략적 의의가 있거나 경쟁력을 갖춘 소수 중점 지역에 집중되어 있다. 따라서 현재 지역정책은 지역균형발전 정책이라기보다 여전히 불균형 발전전략의 연속이다. 경제 성장극이 지역 경제발전을 추동하고, 한편으로는 국가급 신구 등 지방정부가 요구하는 다양화된 지역발전정책 역시 지방 행정관리를 한층 더 파편화하여 지역정책의 불균형을 심화시킨다. 현재 중국의 지역정책은 도시내부에서 더 큰 지역스케일로 전환하고 있다. 즉 지역성장극의 육성이 개발구에서 도시를 단위로 하는 도시-지역스케일로 전환하는 것이다. 이는 국가 공간 선택의 변화가 경제발전전략 측면에서 도시화와 도시군 발전과 긴밀하게 결합되고 있다는 의미이다. 지역화된 성장극 육성은 개발구와 도시기능의 통합에 유리하고 도시간 조화발전에 이로울 수 있으나 한편 도시 간, 도시군 간의 경쟁을 야기하고 주요도시, 도시군과 기타 다른 보통의 도시와 지역 간의 격차를 유발하게 된다.
Abstract
After the establishment of the People's Republic of China, China's regional policy is divided into a balanced development stage in 1949-1978, an unbalanced development stage concentrated in the eastern coastal region in 1979-2000, and a harmonious development stage between regions since 2000. This change in regional policy is a change that occurred according to the transition of national development strategies and economic systems. Despite the continued efforts by the Chinese government to narrow the gap between regions, including the Western Grand Development, the Central Flag, and the Northeast Promotion, the gap between regions in China has still rarely narrowed. Why is that? As a framework for analyzing the spatial selectivity of the country, the changes and characteristics of Chinese regional policies are studied in regional and spatial scales. Although regional policies have shifted to place importance on balanced development since the 2000s, the actual policies are concentrated in a small number of areas with special strategic significance or competitiveness in the region. Therefore, the current regional policy is still a series of imbalanced development strategies rather than a balanced regional development policy. Economic growth plays drive regional economic development, and on the other hand, diversified regional development policies required by local governments, such as new and national-level districts, further fragmented local administrative management, deepening regional policy imbalances. Currently, China's regional policy is shifting from within the city to a larger regional scale. In other words, the development of regional growth plays shifts from the development zone to the urban-regional scale based on the city unit. This means that changes in national spatial selection are closely combined with urbanization and urban development strategies Localized growth poles can be beneficial for integration of development zones and urban functions and for urban harmonization development, but also cause competition among urban groups and gaps between major cities, urban groups and other ordinary cities and regions.
