선진국과 마찬가지로 개발도상국에서도 창업이 경제성장과 고용 창출에 있어서 중요한 역할을 수행한다는 인식이 확대되고 있다. 본 연구의 목적은 개발도상국 중에서 최근에 창업생태계 구축에 더욱 적극적인 베트남이 창업생태계 구축 가속화를 위해 2019년에 설립한NSSC(국가창업지원센터)의 창업지원 역량 강화 전략을 도출하는 것이다. 이를 위해 창업생태계 프레임워크 분석, 베트남 창업지원 기관들의 경쟁력 비교 및 NSSC의 창업역량을 분석하였다. 또한 AHP·IPA 분석기법을 활용하여 NSSC의 창업지원 역량 강화 전략으로 기획기능 강화, 지배구조 개선, 안정적 예산 확보, 내부 창업 지원시설 구축 및 창업 플랫폼 역할수행 등 5가지 세부 전략을 도출하였다. 본 연구의 내용과 결과는 창업생태계 구축에 있어비영리 기관들의 역할에 대한 전략 수립을 고려하는 정부 및 창업지원 공공기관의 방향 설정에 기초로 활용될 수 있을 것으로 기대된다.
Abstract
As in developed countries, the recognition that entrepreneurship plays a crucial role in economic growth and job creation is also expanding in developing countries. The purpose of this study is to derive strategies for strengthening the entrepreneurship support capabilities of the NSSC (National Startup Support Center), which was established in 2019 to accelerate the establishment of the startup ecosystem in Vietnam, a developing country that has recently become more active in building a startup ecosystem. To achieve this, the study analyzed the startup ecosystem framework, compared the competitiveness of Vietnam's startup support institutions, and examined the entrepreneurial capabilities of the NSSC. Additionally, using AHP and IPA analysis techniques, five detailed strategies for enhancing the NSSC's entrepreneurship support capabilities were derived: strengthening planning functions, improving governance, securing stable budgets, establishing internal startup support facilities, and performing the role of a startup platform. The content and results of this study are expected to serve as a basis for the direction of government and public startup support agencies in considering the role of non-profit organizations in building the startup ecosystem.
