지방정부 주도 공공VC의 운영 전략에 관한 탐색적 연구: 대전투자금융 사례를 중심으로

대전광역시는 최근 지역 창업·벤처기업들이 직면하고 있는 가장 큰 애로사항인 자금조달 문제를 해결하기 위해, 전국 최초로 지방정부에서 100% 출자한 공공VC인 대전투자금융을 설립하였다. 본 연구의 목표는 공공VC인 대전투자금융의 장기적이고 지속가능한 성과 창출을 위한 효율적인 운영 방안을 찾아보는 것으로, 이는 수도권 중심의 벤처기업 성장과 금융 투자 쏠림에 대응하여 과학도시 대전이 지역 주도의 벤처투자생태계를 활성화하기 위하여 꼭 필요한 도전이다. 이를 위해 본 연구는 대전 벤처투자생태계의 주요 참여 주체 중, 대전투자금융과 관련한 대내외 주요 이해관계자 21명을 대상으로 심층인터뷰를 진행하였다. 심층인터뷰 결과는 그동안 주요 공공VC 이론이 강조하고 있는 공공VC의 중요 역할들과 상당 부분 동일하게 나타나는 것을 확인할 수 있었다. 대덕연구개발특구와 KAIST 등을 중심으로 한 대전 딥테크 벤처기업의 성장 촉진을 위한 지속적이고 안정적인 투자자금의 지원과, 지역 VC들과의 협력을 통한 지역 내 벤처투자시장 규모 확대, 그리고 네트워크 확산에 중점을 둔 운영이 대전투자금융이 지향해야 할 방향이며, 이는 대한민국 과학수도 대전광역시의 벤처투자생태계 주체들과의 상호 이해와 협력, 즉 공진화(Coevolution)을 통한 운영이 뒷받침되었을 때 가능하다는 것을 연구결과가 말해주고 있다.
Abstract
Recently, Daejeon City established Daejeon Investment Finance, the first Government Venture Capital(GVC) in the country to be fully funded by a local government, to address the biggest funding challenge faced by local startups and venture businesses. The aim of this study is to identify effective operational strategies for Daejeon Investment Finance to generate long-term and sustainable results. This is an essential challenge for revitalizing a region-led venture investment ecosystem in Daejeon, a science city, in response to the concentration of venture company growth and financial investment in the capital region. To this end, this study conducted in-depth interviews with 21 key internal and external stakeholders related to Daejeon Investment Finance, one of the major participants in the Daejeon venture investment ecosystem. The results of the interviews revealed that many of the findings align closely with the important roles of GVCs emphasized in major GVC theories. The study suggests that Daejeon Investment Finance should focus on stable funding for deep-tech ventures around Daedeok Innopolis and KAIST, and expand the local venture invest market through cooperation with local VCs. This is achievable only through coevolution with Daejeon’s venture ecosystem stakeholders.
