초록

Korea shows high ethnolinguistic vitality in views of demographic capital(language population), politic capital, economic capital, and cultural capital. The national language education policy has no agendas and its system for carrying out policies is not systemic. Policies are usually made by focusing on needs from suppliers rather than users in the process of forming and conducting policies. Projects of different government departments are overlapped and rather inefficient. The network is not being utilized efficiently. Alternatives for policies are these; Relevant organizations need to be reformed so that a system for establishing and carrying out policies can be integrated more organically. Efficient policy instruments and a policy framework, which corresponds to domestic and international laws and regulations, need to be developed by including the network business in long-term national policy agendas. The core theories of overseas Korean language education are strengthening of a learner’s motivation and strengthening of bilinguality. Overseas Koreans should be integrated, not assimilated, as bilingual Koreans in the main society, and be additive, not subtractive, as bilingual Koreans.
