Abstract
Does the country's market intervention necessarily lead to corruption that hampers economic growth? There is a problem of corruption at the center of the theoretical and ideological debate as to whether the state can intervene in the market for efficient economic growth and the conditions under which the active intervention of the state can be justified. The experience of Korea's remarkable economic growth during the Park Chung Hee era is an interesting example to test the above questions. At the time, the country achieved economic development led by the state through industrial policy and policy finance, and the corruption of cronyism also occurred in the close relations between the state and the enterprise. How could Korea achieve economic growth despite corruption? This paper examines the controversy of efficiency of state interventionism in the ideological confrontation between neoliberalism and developmental state based on the historical experience of 'coexistence of corruption and economic growth'. Finally the paper reveals Park Chung Hee regime's consumption, capital, and investment control policies that enabled coexistence of corruption and economic growth. Drawing on this institutional configuration, the paper argues that economic efficiency debate on state interventionism should lie on ‘how to be or how not to be’ question.
