동북아 항만도시의 성장과 재구조화: 부산항을 중심으로

본 연구의 목적은 동북아지역의 대표적인 항만도시인 부산의 도시성장과 재구조화 과정을 부산항의 역동적 변화에 초점을 두고 규명하는 것이다. 항만도시들은 흐름의 집중과 분산의 긴장 사이에서 진자운동을 한다. 따라서 장소와 흐름의 다양한 발전논리, 상호작용, 갈등, 조정 그리고 적응하는 방식을 도시의 성장궤적에 따라 분석하는 것은 매우 의미있는 연구주제이다. 연구결과는 다음과 같다. 첫째, 항만의 기능적 전환과 도시공간의 재구조화를 촉진하는 환경적 요인은 1970년대 이후 본격화된 컨테이너화와 그에 따른 세계화이다. 컨테이너화는 선박의 대형화, 초국적 선사 및 동맹의 권력을 강화시켰다. 항만도시들은 새로운 환경변화에 적응능력을 발휘해야 했다. 부산항은 초기 컨테이너화 과정에서 전국 수출입 물동량의 압도적 점유율로 컨테이너 특화 항만으로 성장해 나갔다. 둘째, 이와 같은 환경적 요인에 부산은 컨테이너부두의 단계적 개발과 더불어 항만과 연계된 기반시설도 확충해 나갔다. 그러나 지속적인 항만개발에도 불구하고 컨테이너 물동량은 시설능력을 초과하여 급격히 증가했으며, 이러한 물동량의 증가요인은 국가주도의 수출지향적 산업화, 부산항의 높은 ‘중개성’, 초국적 선사들의 기항 전략의 산물이었다. 항만도시의 재구조화 압력요인은 시설부족으로 인한 체선･체화심화, 교통･환경문제의 대두, 동북아 허브항만 경쟁 등이 작용했다. 셋째, 위와 같은 압력요인에 대응한 항만도시의 재구조화 결과는 항만이전과 기존 항만의 재개발이었다. 전자는 대규모 신항개발로 현실화되었으며, 후자는 기존 항만인 북항재개발의 추진이다. 북항재개발은 항만과 도시 관계를 재인식하는 계기가 되고 있다. 결과적으로 향후 부산의 미래와 공간적 진화의 방향 및 내용은 항만도시를 둘러싼 위험과 기회요인에 대해 어떤 방식으로 적응능력을 보이는가에 좌우될 것이다.
Abstract
The purpose of this study is to investigate the urban growth and restructuring process of Busan, a representative port city in Northeast Asia, focusing on the dynamic change of Busan Port. The research results are as follows. First, the environmental factors that promote the functional transformation of the port and the restructuring of urban space are containerization and globalization that have been in full swing since the 1970s. Containerization has increased the size of container ships and strengthened the power of transnational shipping companies and alliances. Port cities had to realize their ability to adapt to new environmental changes. In the initial containerization process, Busan Port has grown into a container-specialized port with an overwhelming share of the nation's import and export container cargo volume. Second, in response to these environmental factors, Busan expanded the port-related infrastructure along with the phased development of the container pier. The factors for the increase in cargo volume were the state-led export-oriented industrialization, the high 'intermediacy' of Busan Port, and the strategy of transnational shipping companies. The pressure factors for port city restructuring were congestion of ships and freights due to lack of port facilities, the rise of traffic and environmental problems, and competition for hub ports in Northeast Asia. Third, the restructuring of the port city in response to the above pressure factors realized port relocation and redevelopment of the North redevelopment in Busan port. As a result, the future direction and content of the future and spatial evolution of the port city of Busan will depend on how it demonstrates its ability to adapt to risks and opportunities surrounding the city.
