시·도교육청의 정책 지원 노력이 중학교 학업성취도에 미치는 효과 분석

본 연구는 단위학교를 지원하는 시·도교육청의 정책 지원 노력이 중학교의 학업성취도에 미치는 효과를 실증적으로 규명하기 위해 수행되었다. 이를 위해 EDSS를 통해 제공받은 학교정보공시 및 교육기본통계 자료와 교육부의 시·도교육청 평가 자료를 활용하여 단위학교와 교육청의 2수준 HLM 모형을 설계하였다. 분석결과, 중학교 학업성취도의 시·도교육청 간 차이는 통계적으로 유의한 것으로 확인되었고, 교육청의 정책 지원 변인 중, 교원연수활성화 노력과 교육환경개선 사업비 투자실적 비율이 유의한 효과를 주는 것으로 나타났다. 시·도교육청은 지방교육의 주체이자 단위학교의 상급교육행정기관으로서 단위학교의 학업성취도 제고를 위해 정책적, 재정적 지원을 안정적으로 추진할 필요가 있음을 시사한다.
Abstract
The purpose of this study is to investigate the relationship between positive effects of academic achievement in middle schools and Metropolitan and Provincial Offices of Education supporting schools. Based on materials in EDSS, we specifically used the data of official school information system, educational statistics and evaluation materials of the Ministry of Education, and empirically analyzed the level 2 of unit schools and education offices in HLM. The results showed that the difference of academic achievement in middle schools between Metropolitan and Provincial Offices of Education was statistically significant. Among the factors in education offices, the revitalization of teacher training system and the investment of project expenses for the improvement of educational environment showed a significant effect in academic achievement. These results indicate that Metropolitan and Provincial Offices of Education as a principal agent of local education and upper organization of educational administration needs to provide the unit schools with politic and financial support.
