역량중심 교육과정의 질적 전환과 학교교육에의 시사점 탐구: 뉴질랜드 사례를 중심으로

2018년도부터 중·고등학교 1학년을 대상으로 시행되는 2015 개정 교육과정은 21세기를 살아가는 데 필요한 창의·융합형 인재양성을 목표로 6대 핵심역량을 제시하고 있음에도 불구하고 교과교육과의 연계가 모호하고 교실수업에서의 구체적인 실천방안 또한 불분명하다는 지적을 받고 있다. 본 연구는 2015 개정 교육과정이 추구하는 핵심역량이 학교교육에 유의미하게 통합될 수 있는 방안을 모색하고자 2007년 이래로 핵심역량기반의 학교교육과정을 표방하고 시행한 뉴질랜드 사례에 주목하여 특히 최근 학교교육과정에 도입하기 위해 등장한 ‘능력 접근법’과 ‘능력모형’(능력기반 수업설계모형)을 고찰하였다. 능력(뉴질랜드)은 범교과적 핵심역량과 교과내용을 통합하기 위한 도구로 ‘비판적 사고, 관점의 수용, 학문적 의미구성 및 탐구능력’으로 표상되며 교과핵심역량의 의미적 위상과 실태에 따라 첫째, 일반 핵심역량과 교과핵심역량의 가교역할로, 둘째, 교과역량의 의미규정을 명확히 하는 기능으로, 셋째, 교과핵심역량 자체로, 마지막으로 범교과 역량으로 구현될 수 있다. 수업 장면에서 교사와 학습자의 역할이 서로 잘 맞물려 궁극적으로 학습자의 능력을 개발하도록 하는 능력모형을 토대로 수업의 목표와 내용, 방법과 평가 측면에서 역량기반 수업의 방향을 제안하였다.
Abstract
The National Curricula revised in 2015 introduced six key competencies such as ‘managing self,' ‘knowledge and information processing,' ‘creative thinking,' ‘aesthetic sensitivity,' ‘communicative competence' and ‘participating in and contributing to the communities', which are expected to encourage students to adapt themselves to the rapidly changing society. It is not easy, however, for the teachers to embed those key competencies in schooling because they do not exactly know what the key competencies mean and how they integrate those competencies with the subject matters. This study examined ‘capabilities approach', the new approach of competency-based curriculum in New Zealand. Capabilities include ‘critical thinking', ‘perspective taking', ‘disciplinary meaning making', and ‘inquiry capabilities' that have been used to integrate key competencies with subject matter knowledge and skills. We can apply those capabilities to connect general competencies with specific competencies and clarify the key competencies of subject matter. Also this study suggested how to set the goals, select meaningful contents and evaluate what students perform using the capability-based model.
