교장공모제에 대한 미시정치적 분석

교장공모제는 기존의 교장 임용방식이 지니고 있는 한계와 문제를 개선하고,자율성과 책무성을 강화하여 학교교육의 변화를 주도할 새로운 리더로서능력 있는 교장을 선발하기 위한 제도로 도입되었다.그러나 학교는 교장공모과정에서 조직 내․외의 구성원들 (교원,교직원,학부모,지역인사 등)간의 서로 다른 이해관계로 인하여 많은 갈등과 혼란을 겪고 있는 것으로 나타났다.따라서 본 연구는 교장공모제 과정에서 나타나는 학교 내․외부의 구성원들의 역동적인 상호작용을 미시정치적 관점에서 분석하고자 하였다.연구 결과,교장공모제의 선발 과정에서 아무리 타당한 선발기준을 제시하고공정한 절차를 거친다 하더라도 개인의 선호와 가치,이해관계에 따라 이익집단을 형성하고,개인과 집단의 목표를 달성하기 위하여 권력과 영향력을행사하며 자기사람 심기,통제하기,비방과 모함하기,회피하기 등의 전략을활용하는 것으로 나타났다.결론적으로 교장공모제에 있어서 학교구성원들은개인과 집단이 추구하는 이익과 가치의 차이를 인정하고,나와 같은 의견을가진 사람은 동지가 되지만 나와 같지 않으면 적이 된다는 논리가 아닌,합리적인 관점에서 나와 다른 생각과 기호에 대해 수용하는 태도를 가져야한다.
Abstract
The purpose of this study is to take a micro-political perspective on the interactions between members of in and out of school in the process of selecting school principals which followed merit selection system. It mainly focused on the power and strategic actions taken by each interest groups in order to obtain their own goals. The results showed that every members involved formed their own interest groups to maximize their interest, regardless of having valid criteria or fair procedures. Furthermore, they utilized various sorts of power, which includes legitimate power, professional power, and referent power, and various kinds of strategies such as taking controls, slandering, backbiting, as well as avoidance strategy. The result implicates that school members need to acknowledge the differences between each other’s interest and value and take more receptive attitude toward different ideas.
