도서개발정책에 대한 주민의식구조의 변화 분석－1995년과 2011년의 주민의식조사 결과를 중심으로－

Abstract

The purpose of this study is to compare Island Development Policy (IDP) with resident consciousness. Firstly, this study conducted whether policy streams reflect resident consciousness. Secondly, it reviewed whether the objective and implementation of the Island Master Plan (IMP), which has been executed since 1988, have had positive influences on life and consciousness of residents. Finally, the findings were used to identify and formulate the desirable direction for domestic IDP. In order to achieve the research objective, the study created subsamples from the surveys of resident consciousness conducted in 1995 and 2011, extracting the data collected on all islands in Korea. The conclusion of analyzing the relationship between the IMP and resident consciousness is twofold. First, the purpose of the plan has been largely in line with the direction of resident consciousness. The changes in the IMP focused on income infrastructure, marine resources development, and tourism industry fosterage, while resident consciousness directed towards marine resources use and tourism industry vitalization, indicating they shared the same view. In addition, the maintenance of infrastructure that residents have called for consistently has been given a pivotal role in the 3rd plan as compared to the 1st plan. Second, the IMP turned out to have some problems in terms of effectiveness. Although the requirements of residents were reflected in the plan, the satisfaction of residents about convenience of life, local economy, and traffic has not been improved. On the contrary, the issues had even worsened in the 2nd survey in comparison to the 1st survey. For this reason, when the IMP is renewed, specific measures about operation process and means should be considered as much as the direction of policy is.
