서남해 도서자연자원의 생태적 가치와 지속가능한 활용

최근 국민들 사이에서 섬에 대한 관심이 높아지고 있는 시점에 우리나라 정부 기관을 비롯하여 각 지자체에서는 섬 개발과 관광에 많은 투자를 하고 있다. 국토해양부에서는 2007년부터 우리나라의 무인도서의 효율적 관리를 위한 인문자원과 자연생태 자원의 실태조사를통하여 무인도서에서 포괄적으로 조사하고 있다. 우리나라 서남해 지역은 리아스식 해안으로되어 있고, 전체 섬의 65%를 차지하고 있으며, 세계적으로 우수한 갯벌 생태계를 가지고 있는 지역으로서 다도해가 가지고 있는 다양한 자연자원을 활용할 수 있는 발전 가능성을 가지고 있다. 그러나 섬 자원의 지속가능한 이용 정책에 대한 논의가 충분히 진행되고 있지 않은상태에서 지자체의 무분별한 개발에 의하여 일부 도서지역의 자연생태자원이 급속하게 훼손되어가고 있는 것이 현실이다. 본 논문에서는 서남해 도서지역의 자연자원에 대한 총체적 관점의 구분과 함께 그것의 생태적 가치를 논의하고, 지속가능하게 활용할 수 있는 방안을 제안한다.
Abstract
In recent, island is emerging ecosystem a matter of interest to peoples. National government and local governors had been invested in island development and island tourism. Since 2007,Ministry of Land, Transport and Maritime Affairs (MLTM) had been accomplished national survey of uninhabited island in Korea to get information about natural and cultural resources on uninhabited island and its surrounding sea. Diverse information from uninhabited island survey will give an important role for governing sustainable development policy for the effective management of island. South-Western part of Korea has showing rias-type coast and composed of 65% islands in Korea. Especially, this region has huge tidal flat, so it has potential possibility of sustainable development balancing nature resources and human systems. However, some of island ecosystem resources are devastating owing to unwise land use by local government and private company. In this paper, we suggest some logistic support and development policy to support sustainable island in South-Western Korea under the basis of holistic perspectives on island ecosystem.
