미국에서 시각장애 학생의 전환과정에 관한 연구 : 시각장애 재활국의 참여와 역할 중심으로

본 연구는 미국에서 시각장애 학생의 중등학교에서 고용으로의 전환 과정과 성인 직업재활기관인 시각장애 재활국의 참여와 역할에 관하여 살펴보고자 수행하였다. 이를 위해 시각장애 학생의 전환에 중요한 역할을 하는 맹학교와 시각장애 재활국의 전환관련 자료들을 살펴보았다. 그 결과, 미국에서 시각장애 학생은 중등학교 환경에서부터 맹학교와 시각장애 재활국이 협력하여 개별교육계획서(IEP)에 전환계획을 개발하여 포함하고, 지역사회 ㅈ우심의 다양한 직업경험 기회들을 제공하고, 절업 이전에 개별고용계획서(IEP)를 개발하고, 이에 기반하여 졸업 이후 시각장애 재활국으로 연속적인 직업재활 사례관리와 지원이 이루어지는 것으로 나타났다. 향후 국내에도 맹학교와 시각장애복지관 및 장애인고용촉진공단이 연계하여 시각장애인이 중등학교부터 졸업이후 성인 생활에 성공적으로 전환하도록 유기적이고 연속적인 전환 및 직업재활 서비스를 제공해야 할 것으로 여겨진다.
Abstract
The purpose of this paper is to examine transitional process from secondary school into employment and role of Commission for the Blind. To do this paper, It look into materials relating to transition of School for the Blind and Commission for the Blind. In America, students with visual impairment is developed a transitional plan, and given a community-based work experience opportunities in secondary school environment, and developed a individualized plan for employment(IPE) before graduation of secondary school, and in this base, continued case management by Commission for the Blind. also, after graduation of secondary school, the students is given vocational rehabilitation services in vocational process by Commission for the Blind. In future, We also will have to construct organizational network to make a cooperative and continuing transitional service under School for Blind and Rehabilitation Center for the Blind and KEPAD
