Chungcheong Byeongyeong wasreinstalled from Hae-mito Cheongju in 1651.Thatwas the totalre-disposition ofmilitary camp to reinforce the defence ofthe main fortcity,and a plan to stabilize finance in Hoseo area.Afterthereinstall,themilitaryorganization ofChungcheongprovince waschanged into 5campsand 2mountain fortsystems.Thenumberof soldierswasthesmallestamongthethreesouthern provinces,butithad an importantmission todefendprovinceagainstaforeign enemyfrom the south. As the period ofpeace wenton in Late Joseon Dynasty,the military function ofByeongyeong was diminished,and the function to keep the public peace got expanded. Actually Chungcheong Byeongyeong was positioned asan organization ofthe nationalsystem asitperformed the missionsforthepublicsecurity likearrestingthieves,managementofthe foreign shipsfrom thewestern countries,catchingtigersandarrestingthe catholics. The financial structure of Chungcheong Byeongyeong in late Joseon consistedofGyeol-yeok,Shin-yeok,andtheincomeofHwan-gok,andthe lastonewasthebiggestsourceofincome.Astherateofdistribution of Hwan-gok became higherafterthe nineteenth century,the abuse like a Heoryugokcameup.AsthisHwangokbecamearealtax,theabuseofthe government official was increased. As the abuse was increased,Chungcheong Byeongyeong enforced the installmentofpaying tax.Butit wasnoteffectiveandthepressurefrom thiswenttolocalpeopledirectly.
