This article discusses the island of Ulleungin early twenty century. And specially focus of person's report, county governor who name is Sim Heungtag. At that time, when Sim Heungtag served in the Island of Ulleung, the a lot of damage from the Japanese. Overtime, the Japanese do not have permission to hold the fish were living chopping wood. There ignoring the county governor and the administrative organization of Empire of Daehan. Therefore Empire of Daehan is the Island of Ulleungis upgrade by Emper or order of number 41. That time was a very sensitive time. From the late 19th century Japanese controled the Island of Ulleung. In 1902, Japanese Government dispatched police officers. And the same time, Russians thought of as a military base was important Island of Ulleung.So Russian warships to visit in 1903 and conversation with the county governor Sim Heungtag. The Russians investigation of islandand the problem of Japanese at island. In this situation, the county governor Sim Heungtag, investigation and reporting of Japanese aggression. And therefore, protection of Japanese invasion and trying to establish autonomy. At the same time, Announce the news by news paper of Empire(帝國新聞), those treatment of between Empire of Daehan and Japanese. So this paper will be discussed, the county governor's response about the Japanese invasion and Circumstances of the island of Ulleung.
Abstract
