Abstract
This study investigates the socio-cultural impact and long-term policy implications of the Baekje Historic Areas located in Gongju, Buyeo, and Iksan. ten years after their inscription on the UNESCO World Heritage List. statistical data on annual visitor numbers from 2010 to 2024 and a corpus of approximately 74,000 media releases, this research conducts a comprehensive empirical analysis of both quantitative trends and evolving public discourses. Findings reveal that while Gongju and Buyeo experienced a sharp rise in tourism immediately after inscription, a gradual stagnation or decline followed in the medium to long term. In contrast, Iksan demonstrated rapid growth in recent years, driven by the completion of restoration projects and the expansion of exhibition infrastructure. The discourse analysis of media content illustrates a transition in framing from initial narratives of national cultural achievement to participatory civic experiences, digital convergence content, and inter-regional heritage governance. Particularly, global paradigms emphasizing climate resilience, ecological buffer zones, and digital monitoring technologies are now emerging as critical components in the sustainable management of World Heritage. Based on these insights, the study proposes several policy directions: integrated administrative frameworks across the three municipalities, the development of repeat-visit tourism content, community-based education and certified heritage interpreters, and the application of real-time IoT/GIS-based conservation technologies. Ultimately, the Baekje Historic Areas are positioned not only as archaeological sites of historical significance, but also as evolving social assets that require future-oriented, interdisciplinary management strategies.
