유엔사 창설 과정에서 대한민국 역할에 관한 연구 - 1950년 6월 26일 대한민국 「메시지」를 중심으로 -

본 연구는 6·25전쟁을 배경으로 유엔군사령부가 탄생하는 과정에서 대한민국의 역할을 검토하는 데 목적을 두고 있다. 국제정세에 정통한 이승만 대통령은 부족한 병력과 재래식 무기에 매달리는 대신 미국과 유엔을 대상으로 전시외교에 주력해 국난 극복을 주도했다. 이로 인해 유엔과 백악관, 극동군사령부 등을 무대로 숨 가쁜 외교전쟁이 전개됐고, 남북한 격돌을 유엔사와 공산세력 대결 구도로 끌어올렸다. 6·25전쟁 발발 한 달 만에 출범한 유엔사는 전쟁수행의 주체로서 공산세력의 침략을 물리치고 정전협정 서명에 성공했다. 출범 과정에서 대한민국 정부와 국회가 1950년 6월 26일 미국 대통령과 하원, 유엔 총회에 보낸「메시지」는 유엔사 창설의 근거를 제공한 유엔 안전보장이사회 제83호 결의안 작성에 결정적으로 기여했다. 제83호 결의안은 본문에서 “국제연합에 대한 대한민국의 호소에 유의해(Having noted the appeal from the Republic of Korea to the United Nations)” 라며 우리 정부의 전시외교 노력을 구체적으로 부각시켰다. 호소문의 핵심 문구들을 안보리 결의안에 그대로 반영했을 정도다. 이에 따라 6월 26일자 대한민국「메시지」의 작성 주체와 전달 경위, 파급 효과 등을 분석해 보고자 한다. 유엔사 초기 미국의 주도적 역할에 가려졌던 대한민국의 노력과 희생이 제대로 평가받게 되면 향후 유엔사에서 위상 강화에 기여할 것으로 기대된다.
Abstract
This study is written to shed light on the role of the Republic of Korea(ROK) in the process of the establishment of the United Nations Command(UNC) against the backdrop of the Korean War. International Specialist President Syngman Rhee led to overcome the national crisis by focusing on Wartime Diplomacy targeting the U.S. and the U.N. instead of focusing on insufficient troops and conventional weapons. As a result, a breathless diplomatic war unfolded at the U.N., the U.S. Embassy in Korea, the Far East Command, and the Korean Embassy in the U.S., raising the clash between the two Koreas to a showdown between the U.N. Command and Communist Forces. Launched one month after the outbreak of the Korean War, the UNC successfully signed an Armistice Agreement by defeating communist aggression as the main agent of the war.In the process, the "Message" sent by the South Korean government and the National Assembly to the U.S. President, the House of Representatives, and the United Nations General Assembly on June 26, 1950 contributed decisively to the drafting of UN Security Council Resolution 83, which provided the basis for the establishing of the United Nations Resolution 83 highlighted the Korean government's diplomatic achievements in the text, saying, "Having noted the appeal from the Republic of Korea to the United Nations." Accordingly, I would like to analyze the subject, delivery process, and ripple effect of the "Message" of the Republic of Korea on June 26. If the efforts and sacrifices of the Republic of Korea, which were hidden by the leading role of the United States in the early days of UNC history, are properly evaluated, it is expected to help strengthen its status in UN history in the future.
